Merit Based Hiring System
Cumberland County transitioned from the Pennsylvania Office of Administration (formally State Civil Service Commission) hiring system to a Merit-Based Hiring System for employees of its human services departments, effective October 8, 2020. Under the new system, the County will be responsible for all aspects of the hiring process including recruitment of internal and external candidates for vacant or new positions, assessment/review of candidates, and interviewing of candidates.
Included with the employment application are voluntary self-identification questions which gather information on applicants’ gender and race and provide applicants the opportunity to self-identify as persons with a disability or a protected veteran status. These voluntary self-identification forms are used for government compliance purposes regarding equal employment opportunity and affirmative action and are not part of the employment application nor will the information be shared with persons responsible for hiring.
