Elder Cottage Housing Opportunity (ECHO)

Cumberland County Aging & Community Services provides the Elder Cottage Housing Opportunity (ECHO) in partnership with New Visions, the PA Department of Aging, PHARE grant through PA Housing Finance Agency, and PA Association of Area Agencies on Aging.

Elder cottages are separate, transportable residences for older adults that are temporarily placed on the property of a family member or close friend, maintaining independence for the older adult.

Requirements for Eligibility

  • Host property located in Cumberland County
  • Older adult must be 60+ years old
  • Older adult income at or below 80% area median income
  • Older adult must be able to live independently, with or without supportive services. Assessment done by Office of Aging & Community Services.
  • Older adult must pay affordable rent, no more than 30% of income. Background check and lease through New Visions.

Cottage Details

The cottage is a 1 bedroom unit with a small deck, and is approximately 600 sq. ft in total. The unit comes with a washer, dryer, stove, over range microwave, and refrigerator. No pets allowed.

Utilities will be hooked up to the host home.

The ECHO unit will be placed and removed once it is no longer needed at no cost to the tenant or host family.

How to Apply

Complete an ECHO application, and submit the application to our office by email at aging@cumberlandcountypa.gov, or by mailing or delivering in-person to Cumberland County Aging & Community Services, 1100 Claremont Road Carlisle, PA 17015.

Printed applications can also be picked up in the Aging & Community Services Office.
