Fact Sheet:  Mounting Cost of CAT Mismanagement

•Fixed route service that costs $5 million, or 40%-50% more than other transit providers in this region

Double pensions, publicly funded, for executives; $84,000 cost in 2016

Executive severance; $51,000 estimated cost excluding the following:

•Promise to not challenge a UC claim filed after severance payments cease (indeterminate cost to CAT/taxpayers)

•Allowed to file claim if exec. pension is not fully funded (indeterminate cost to CAT/taxpayers)

Interim general manager cost approximates an annualized $250,000

•$228,000 base fee + reimbursement of “all living expenses”

2015 expansion of 11 allowable “no shows” policy to cover CAT management

Forgone transit subsidy relief/abatement of $900,000+ annually or $5M over 5 years

•This forgone savings represents an ongoing, and recurring, cost borne by Dauphin, Cumberland and City of Harrisburg taxpayers

Forgone regional transit benefits, borne by riders, businesses and communities:

•Seamless regional travel,

•Cost savings can be used to reduce or delay fare increases,

•Elimination and productive redeployment of current redundant service throughout the region, etc.
