The Cumberland County Juvenile Probation Office has adopted Effective Practices in Community Supervision (EPICS) as their model of community supervision. EPICS was developed by the University of Cincinnati Corrections Institute (UCCI). The model takes the Risk-Need-Responsivity and Core Correctional Practices research and puts them into practice. EPICS is designed to improve probation officers’ one-on-one sessions and increase dosage delivered to moderate and high risk offenders in order to reduce recidivism. Officers are taught to increase dosage to higher risk offenders, stay focused on criminogenic needs, especially the thought-behavior link, and to use a social learning, cognitive behavioral approach during their interactions. The EPICS model is not intended to replace other programming and services, but rather is an attempt to more fully utilize officers as agents of change.
